    3. Preclearance is the process of seeking review for voting changes. This is a violation of the 15th amendment, since it denies the right to vote.

  8. 1. The constitutional issue in this article is that the state of North Carolina is being sued by the Justice Department over voting laws and the Justice Department looks to stop North Carolina from passing the laws that include the people having to show an identification card in order to vote.
    2. The federal government will address in their lawsuit against North Carolina to not enforce the voter identification card other there other laws that the state is trying to pass on voting rights and that the state has to get permission from the federal government about changing election rules.
    3. Pre-clearance is like to get permission to do something or have something done, also the 10th Amendment because it states the powers of national government and if something can't be handled by the national government should be passed down to the state level.

It violates the 10th amendment, which gives rights not specifically given to the federal government to the state, in this case, that is requirements to vote.
